A PROCLAMATION

Every American deserves the chance to live out the full measure of their days in health and security.  Yet, every year, millions of older Americans are denied that most basic opportunity due to abuse, neglect, or exploitation.  On World Elder Abuse Awareness Day, we call attention to this global public health issue, and we rededicate ourselves to providing our elders the care and protection they deserve.

Victims of elder abuse are parents and grandparents, neighbors and friends.  Elder abuse cuts across race, gender, culture, and circumstance, and whether physical, emotional, or financial, it takes an unacceptable toll on individuals and families across our Nation.  Seniors who experience abuse or neglect face a heightened risk of health complications and premature death, while financial exploitation can rob men and women of the security they have built over a lifetime.  Tragically, many older Americans suffer in silence, burdened by fear, shame, or impairments that prevent them from speaking out about abuse.

We owe it to our seniors to expose elder abuse wherever we find it and take action to bring it to an end.  Two years ago, I was proud to sign the Elder Justice Act, which was included in the Affordable Care Act, and marked a major step forward in the fight against elder abuse, neglect, and exploitation.  With the Department of Health and Human Services, we are partnering with State and local authorities to ensure seniors can live their lives with dignity and independence.  With the Consumer Financial Protection Bureau, we are working to empower older Americans with tools and information to navigate safely through financial challenges.  And with the Department of Justice, we are protecting older Americans by prosecuting those who would target and exploit them.

Every day, State and local agencies, protective services professionals, law enforcement officers, private and non profit organizations, and leaders throughout our communities help protect older Americans from abuse and provide care to those who have already been affected.  Together, all of us can play a role in addressing this public health crisis that puts millions at risk.  Today, let us keep faith with a generation of Americans by speaking out against elder abuse, advancing justice for victims, and building a Nation that preserves and protects the well being of all who call it home.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim June 15, 2012, as World Elder Abuse Awareness Day.  I call upon all Americans to observe this day by learning the signs of elder abuse, neglect, and exploitation, and by raising awareness about this public health issue.

On another note, I telephoned the White House on 13 June 2012 and asked the switch board operator to connect me to the person that handled Senior Issues, Elder Abuse, Financial Elder Abuse.  I was placed on hold and after several minutes she came back on the line and asked me what type of elder abuse.  I told her financial elder abuse, she placed me on hold again.  She came back on the line and still couldn't direct me to the right person.  I told her never mind, and sent a 24 page fax instead with the following cover sheet:

World Elder Abuse Awareness Day is June 15, 2012

June 15, 2012 commemorates the 7th Annual World Elder Abuse Awareness Day. 


Elder abuse can take many forms, including physical abuse, sexual abuse, emotional or psychological abuse, financial or material exploitation, neglect and abandonment. 


Perpetrators of elder abuse are often related to the victims.


This year the White House Office of Public Engagement will host a day-long symposium in recognition of the 7th annual World Elder Abuse Awareness Day. The event is being held at the White House on June 14th to highlight the problem of elder abuse, exploitation and neglect. This historic event will bring together public and private partners to address the unique role that financial exploitation plays in the wider problem of elder abuse. The day will be divided into four sessions to be webcast live on the White House website (http://www.whitehouse.gov/live) and will include social media-based interactive question and answer sessions on Twitter and Facebook. Opening session for the symposium begins at 9:00 AM with informative sessions following throughout the day until the closing session at 3:30 PM.

Head Banging BBQ

I prefer to do my pork ribs as follows ...

1 slab of ribs [sauce can be used for chicken, beef, venison if you can get it]

4 oz fresh ginger

1 tsp minced garlic

2 bottles, 2 liter Coke

1 tsp salt

1 Tsp Worcestershire 

1 Tsp liquid smoke

Place ribs in roasting pan.

Peel and grate ginger, combine with other ingredients and pour over ribs, let marinate in fridge for 24 hours.  

Remove ribs from fridge, section and place in large pot using marinade par boil ribs.  Let cool and return to fridge until fat hardens on surface or as I do until the next day. 

Remove fat from surface, remove ribs and set aside [get those charcoals going], strain marinade and return to smaller pot adding two shots of cognac, simmer down to desired consistency, add Bull's Eye BBQ sauce.

Smoke ribs until they begin to fall of the bone, dipping or brushing with sauce during the process.

Oh!  Might as well do some beef and chicken kabobs while you're at it.

With Dade Behring, Mitt Romney and his investors took over a healthy company and loaded it with debt. Rather than sell the company, they then had Dade take out even more loans to buy out their shares, driving the company into bankruptcy. While we will probably never be able to measure the true numbers, it seems pretty clear that ‘looting’ is an inaccurate description of what happened with these companies.

Money changes everything: Financial elder-abuse now epidemic

Every year, somewhere between 500,000 and 5 million elders are abused, neglected or exploited by others. The estimated range of such crimes is wide, said Ms. DeGuerre, because the abuse is hard to define and because in many cases, it goes unreported.

“Elders can be afraid to report abuse, for a variety of reasons,” she said. “In many cases, they may depend on the abuser and fear reprisals from them. They may be afraid of being placed in a nursing home or dread the stigma of domestic violence.”

Indeed, in 78% of elder-abuse cases, the abuser is either a spouse, a child or another relative of the individual, according to 2010 statistics from the Illinois Department on Aging. Mickey Rooney, for example, said he had food and water withheld from him by his stepson, who allegedly stole over $400,000 from the actor.

Financial exploitation is the most-often-reported type of abuse (58%) and is often linked to emotional abuse. In many cases, the abuse is committed by a family member who has been given the power of attorney or been appointed guardian for the individual.

“I have to give it to President Obama. He’s actually been pretty smart about this stuff,” said Marc Campos, president of Campos Communications in Houston, referring to the annual White House Cinco de Mayo reception and the president’s Rose Garden push for immigration reform on Thursday. “But you just know some politician is going to show up somewhere this weekend in a guayabera (a type of shirt) or a sombrero at some party with the fajitas and the guacamole and no knowledge whatsoever of what the people in that room are really concerned about. That’s, unfortunately, how it’s often done.”

Campos, a Mexican American who has worked as a political strategist for dozens of for Democratic candidates since the 1970s, has seen so many politicians try to appeal to Latino voters with cultural celebrations and food that friends this week called him to joke that that they wished the White House reception included the bacon-wrapped shrimp that are a standard of Washington parties. Instead, pork and fish tacos, pico de gallo, sopes and various mole-marinated meats were on the menu.

In 2000, Campos did “truth-squad” research on George W. Bush’s accomplishments in Texas. And, he served as a deputy campaign director for the Democratic Party’s get out the vote effort the last time a Democrat carried Texas. The candidate was Jimmy Carter and the year, 1972.
